How does this happen? Is this a bug?

yes that was a bug and is fixed with v1.13.0. Values can go higher than 100%, but it should be on the percentage maximum of the base and boost clock of. the CPU.
If your base clock is 3GHz and the boost block is 4GHz, the maximum in % CPU load you see should be around 125%.
