Maybe my question is inappropriate, but is here any simple way how to import NotificattionComand, that is on GitHub - Reamer/icinga2-mattermost: Icinga2 mattermost plugin?

Hi and welcome to the community 
an Import into the Director can be done be using the Basket import/export function, which requires a json-file with the objects correctly formatted.
As there is no such file this option can’t be used.
You could add the config for the commands to a new config file, e.g. /etc/icinga2/zones.d/master/mattermost-notifications.conf (this path is a pure guess that you actually have a zone called master).
After you have added the config file you then run the kickstart wizard of the director and the command will be imported.
