on all our servers (windows 2008 , windows 2012 and windows 2016) we see icinga2 process twice in services.msc
is this normal behavior?

this is normal behavior. Having a look with Process Explorer you’ll find out the second service is a sub-process from the first one.
Comparing the PIDs shown in Process Explorer and Task Manager you’ll notice the relation between the services.
