2.11.2 fixes a problem with ongoing agent reloads sourcing from a problem in the cluster config sync functionality. It includes fixes from 2.11.1 for different config sync problems.

- Immediately notify about a problem after leaving a downtime and still NOT-OK
- Fix TimePeriod range support over midnight
