Can anyone tell me if this is normal or should the 2 satellites take responsibility for what failed?

Good afternoon, I have a question here.
I recently started to enter the world of Icinga and I’m a little lost.
I’m managing a high group of hosts and I currently have 3 satellites. In which we have 12k hosts on each.
I read recently in one of the icinga forums, that after turning off or going offline one of the satellites, the other satellites should take over the hosts that would be in the one below.
The truth is that this did not happen, it stopped sending the checks only after activating again the Icinga service on the satellite that was turned off, it returned to normal.
Can anyone tell me if this is normal or should the 2 satellites take responsibility for what failed?
And should you assume for what and what you didn’t assume?

I’m not very familiar with HA and I’m not sure how your setup looks like. But, if you have 3 satellites within one zone → that’s not supported. If you have a zone per satellite than each satellites takes care about its own hosts only.
